Civilization

For thousands of years people have been fighting wars, having difficultly obtaining food or finding shelter and dying from disease.
Why is it now the responsibility of people who earn a living to adopt the ones who are still living like it’s 500 BC?
If they would hustle to better themselves, read books or send them teachers, act civilized and work together, 80% of the worlds problems would go away.
