I believe the only reason China came from no where to a world leader is the 1 child per couple rule. Think about the productivity you get in the work force. What about the burden you remove for the country’s welfare role? The benefits in education costs and quality in students? By slowing the growth, you save on infrastructure and jobs match the population growth!
The last 30 years America has gone in the other direction, the more kids you produce the better your life gets if you depend on Government.
